Job Description:

The Township of Galloway seeks an experienced individual possessing a NJ Certified Tax Assessor certification, to serve as a full-time Assessor. Candidates must be well-versed in all aspects of municipal assessing practices. Highly effective interpersonal skills in dealings with the public, co-workers, governing body and other agencies required.  BRT PowerPad system is currently in use.  Salary based on qualifications and experience.

POSITION SUMMARY

Under the direction of the Director of Finance undertakes the assessing activities of the Township as prescribed by law; places value on all real estate in the Township in accordance with Title 54 of N.J.S.A. Performs other duties as assigned. 

REPRESENTATIVE DUTIES

Places value on all real estate in the Township in accordance with Title 54 of N.J.S.A.

Follows prescribed procedures set forth in Real Property Appraisal for New Jersey Assessors in the valuation of land, building and improvements. Refers frequently to Handbook for New Jersey Assessors and Assessors law Manual for changes.

Supervises the inspections and appraisals of real estate, on appeal before the County Tax Board or State Board of Tax Appeals according to the techniques recommended by the American Institute of Real Estate Appraisers.

Determines the assessed value for all land improvements.

Advises the local governing body and Officials with respect to assessment policies and procedures.

Interact with the Public regarding their assessments.

Inspects interior and exterior of all buildings, measures same and computes improvement values.

Approves or denies applications for exemption from taxes and Farmland assessments.

Maintains property records.

Assigns new addresses and Lot #’s in accordance with properly recorded documents.

Prepares certified lists of property owners upon request for legal noticing requirements.

Reviews and prepares all subdivisions and tax map revisions from Engineer.

Classifies and processes all deeds and SRis for use in computing Director's Ratio.

Follow up on all building permits as to their disposition.

Files all necessary lists and forms with the County Board of Taxation and keeps related records as required by law.

Maintains and compiles tax books annually. Prepares the Added and Omitted Assessment Lists and Tax Duplicate annually and other current assessment records and files.

DESIRED QUALIFICATIONS

Education

A high school diploma or equivalent is required.

Experience

Possession of a Bachelor’s Degree from an accredited college or university in business, accounting or other applicable field.

NOTE: Applicants who do not meet the educational requirements may substitute experience on a year for year basis up to two (2) years in the area of real estate appraisal or property tax assessment.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of property appraisal methods.

Knowledge of MOD 4; BRT; CAMA Program Systems.

Knowledge of the form and content of building plans.

Knowledge of the methods used to collect and analyze data.

Ability to analyze and interpret applicable laws and regulations and apply them to specific cases.

Ability to supervise assessments of real property.

Ability to provide testimony before county and state boards.

Ability to provide assignments and instruction to subordinates.

Ability to supervise the establishment and maintenance of records and files.

Ability to utilize various types of electronic and/or manual recording and information systems used by office.

Ability to read, write, speaks, understand, and communicate in English sufficiently to perform duties of this position.

LICENSES OR SPECIAL REQUIREMENTS

Certification as a Tax Assessor issued by the State of New Jersey.

A Valid New Jersey Driver’s License.
